Reason #102020 why this show was a huge letdown: This storyline was never fully explored and textually it actually seems like we’re supposed to agree that those people are oppressing themselves. Korra’s actions are never actually called out after this and her attitude toward the non-benders don’t really change.

Except not really. At least she never shows it because apparently everything was perfect again once Amon was defeated and the Equalists just seemingly went away and all the non-benders just stopped giving a shit about not having a member in the biggest political body in the city or people in the police department etc.
If it didn’t sound so much like this plot will just be dropped for Season 2, I wouldn’t have minded, but S2 is all about spirits and shit so yeah.

Yes, this was probably my biggest problem with the show; Korra was initially set up as the privileged one who needs to be made aware of her privilege as a Bender, but then the narrative shifted to villainize non-Benders (namely through Amon). This re-framed Korra as their hero/savior while she never had to confront her own privileges herself. The problem of discrimination and oppression of non-benders remains unresolved. I really, really want that to be the foundation of conflict for season 2, especially since I think Korra’s character growth in season 1 was disappointing and extremely rushed, to the detriment of her character as well as the narrative as a whole. Korra needs to see the limits of her heroism; while she is the Avatar, being the Avatar does not give her a free-pass. It actually makes her a more prominent figure of oppression as she unknowingly (?) perpetuates this structure of Benders oppressing non-Benders and represents the power that Benders have and are given in their society.
